Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are waged: positive announcements are released from different nations. Significant resources is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, preventing destruction from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a reliance that European nations are clearly incapable to replace in the short term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a assumption well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from believing that the situation will not change more in its benefit in the near future.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until circumstances change in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
