The assault caused the partial closure of the CTA tunnel and the T3 parking area.

Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to police.

A 24-year-old man, was taken into custody in the Lambeth area for suspected theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. They both remain in custody, the force said.

These detentions follow a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Before the attack, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was among the those hurt during the incident. A total of five individuals went to hospital for treatment and were later released.

Officers arrested a 31-year-old man on suspicion of theft and assault near the location. He has since been released under investigation while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding several individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that authorities stated was isolated and not considered terrorism - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the T3 car park for a short time.
